Job Summary


CNS Group is seeking a highly experienced and strategic Head of Procurement to lead and manage the full procurement function within the Construction sector. The role is responsible for sourcing strategy, supplier management, contract negotiations, cost optimization, compliance, and ensuring timely availability of materials, equipment, and services to support project execution.


Key Responsibilities

  • Develop and implement procurement strategies aligned with company objectives.
  • Lead sourcing, supplier evaluation, selection, and contract negotiations.
  • Manage procurement planning for construction materials, plant, equipment, and subcontracted services.
  • Oversee tendering processes, bid evaluations, and supplier performance management.
  • Ensure cost control, budget compliance, and value optimization.
  • Establish and maintain strong supplier and subcontractor relationships (local and international).
  • Monitor market trends, price fluctuations, and supply risks.
  • Ensure compliance with Tanzanian procurement regulations and company policies.
  • Implement and strengthen procurement policies, procedures, and internal controls.
  • Oversee importation processes where applicable, including logistics coordination.
  • Collaborate with project managers, finance, and operations teams to ensure timely procurement support.
  • Lead and mentor the procurement team to enhance performance and efficiency.
  • Prepare procurement reports and provide strategic insights to senior management.


Qualifications

  • Bachelors or Masters Degree in Procurement & Supply Chain Management, Logistics, Business Administration, Engineering, or related field.
  • Minimum 8–10 years of progressive procurement experience, with at least 3–5 years in a senior leadership role.
  • Proven experience in construction procurement (materials, plant, heavy equipment, subcontracting).
  • Demonstrated experience in strategic sourcing and cost optimization.
  • Strong negotiation, leadership, and stakeholder management skills.
  • Experience managing large procurement budgets.
  • Proficiency in ERP systems and Microsoft Office (Excel advanced level preferred).
  • High integrity, strong analytical skills, and decision-making capability.
  • Ability to work under pressure and manage multiple high-value projects simultaneously.
